Implemented Uncount excluded threads

Exclude thread option works when creating a new thread only. If a thread is already counted and added to the exclusion list, it should change transaction count_state to 0 once cron job run.

No, it counts the reply even if the thread id exists in the exclusion list.

I mean if a thread, post or reply is already counted (count_state = 1), the count_state value should be changed to 0 if thread id added to the exclusion list.
