Why limit the number of invitations, you just had to limit the number of tokens

yes i see that but the tokens limitation is for usergroup.
As I set one token to 1000 times ,Does it means all users in this group sharing this token 1000 times, or one user could using 1000 time?
Can i set one user can use one token for 2 times?
