Implemented User can select ONLY an avatar from the list, BUT can't upload his own avatar (or use link)

Hi Guys!

Please make it possible to add user permissions as the users can select avatars again even after registration BUT at the same time give or take a permission to use an avatar from a link or upload it. So basically user can select the avatar only from the given list after registration.

Currently there's only one way: the user select the avatar at registration and he cant change it afterwards, if I give a permission he can choose after registration but at the same time he can use any - even pornographic or obscene one can be linked or uploaded.

I would pay if you make this possible.
